(Photo) State Senator Laura Fine presenting in the Senate ChamberSPRINGFIELD – Patients can expect improved transparency about their health insurance plans in the new year under a law championed by State Senator Laura Fine that goes into effect Jan. 1.

“Access to critical information like changes to health care plans can make a significant difference for families’ financial planning,” said Fine (D-Glenview). “This new law ensures patients are informed of state laws that could affect their benefits.”

Currently, health insurance providers must give enrollees and potential enrollees a list of in-network providers and a description of the terms of their plan’s coverage each year.

Under Fine’s law, this information must also include any newly enacted state laws or administrative rules related to health insurance benefits. The Illinois Department of Insurance is required to post an annual report on its website with this information.

Additionally, the law requires health insurance cards disclosing whether the plan is self-insured or fully funded and if the plan is subject to regulation by the Department of Insurance.

“This law reduces confusion, ensuring patients have easy access to information about their benefits,” said Fine.

Senate Bill 1346 takes effect Jan. 1, 2026.
